We are consulting on the draft DZ 4097 Light and lighting - Energy performance of lighting in buildings.

What is SNZ ISO/CIE 3092:2024 about? 

In 2022, Standards New Zealand technical committee P4097 undertook a comprehensive review of ISO/CIE 20086:2019 Light and lighting - Energy performance of lighting in buildings, which resulted in a modified adoption of the standard, being published as NZS 20086:2022 Light and lighting - Energy performance of lighting in buildings .

As of September 2023, ISO/CIE 20086:2019 is now internationally accompanied by the technical report ISO/CIE TR 3092:2023 Light and lighting - Energy performance of lighting in buildings - Explanation and justification of ISO/CIE 20086.

This technical report contains examples of implementing the calculations of ISO/CIE 20086:2019. The requirement to adopt ISO/CIE TR 3092:2023 comes from differences in drafting practise between the European standards and New Zealand standards. New Zealand standards, normally include information and examples of implementing the requirements of the standard. The combination of NZS 20086:2022 and an adopted version of ISO/CIE TR 3092:2023 effectively turns NZS 20086:2022 into a “complete” New Zealand standard.

This document serves as an informative guide and companion publication, to assist with the understanding and application of NZS 20086:2022 and/or ISO/CIE 20086:2019. It provides informative content, to support the correct understanding, use, and national implementation of NZS 20086. It explains the lighting energy calculation methodology and gives worked examples including descriptions of integrated lighting control options.

As this document is reproduced from an international technical report, the following applies:

  1. In the source text ‘this International technical report’ should read ‘this New Zealand technical report’;
  2. A full point substitutes for a comma when referring to a decimal marker.

The terms 'normative' and 'informative' have been used in this document, to define the application of the annex to which they apply. A 'normative' annex is an integral part of a standard while an 'informative' annex is only for information and guidance.

The public comment consultation period is now underway for the SNZ adoption of ISO Technical Report ISO/CIE TR 3092:2023 Light and lighting - Energy performance of lighting in buildings - Explanation and justification of ISO/CIE 20086. This publication is the anticipated companion document to ISO/CIE 20086:2019 Light and lighting - Energy performance of lighting in buildings, which was adopted as NZS 20086 in 2022.

The ISO document structure for major standards positions the International Standard (IS) as the core publication covering ‘what to do’ requirements, often supported by a companion Technical Report (TR), a ‘how to do it’ guide with explanations and worked examples.

To assist implementation a ‘Lighting Energy Performance Tool’ is currently in ISO development. This spreadsheet software will assist users with calculation of building lighting energy, applying the methodologies described in NZS 20086, and the guidance in TR 3092.

Following the ethos of flexible lighting with ‘the right light at the right place at the right time’ TR  3092 provides guidance on calculation and reporting for lighting energy performance using smart luminaires and digital control systems. These systems facilitate constant light output, light output optimisation (dimming and trimming), and controls functionality using real-time daylight and occupancy sensing.

TR 3092 is part of an integrated suite of standards publications from the ISO TC 274 ‘Light and Lighting’ committee, whose core topics include:

  • Lighting for workplaces
  • Lighting energy performance
  • Lighting systems commissioning  

These publications, when adopted, will facilitate international best practice in lighting design, smart luminaire and control systems application, and energy and emissions reporting.

New Zealand is represented internationally by the ISO TC 274 NZ National Committee which includes lighting and energy experts from EECA, LCNZ, IESANZ, and Massey University. This is a relatively new coalition, which provides specialist advice and advocates for NZ interests at the ISO level. This ISO lighting application activity, complements longstanding NZ activity in International Electrotechnical Commission (IEC) standards at the lighting product level.

There are many recent NZ project examples of best practice in lighting energy performance for commercial and industrial buildings. The SNZ P4097 committee eagerly awaits stakeholder  insights, critique, and suggestions on TR 3092 during the public consultation period.
